During the Zhenyuan era, due to the accidental death of the Bai Ze goddess, who governed the realms of humans and demons, the Bai Ze Order goes missing, leading to rampant demon beasts causing chaos and numerous bloody murders in the human world. At this time, the leader of all demons, "Zhu Yan," disguised as Zhao Yuan Zhou, volunteers to "surrender" and proposes to help the imperial court form a demon-hunting bureau to quell the chaos.

Wen Xiao, wary and suspicious of Zhao Yuan Zhou, joins the demon-hunting bureau along with her childhood friend and consul of the bureau, Zhuo Yi Chen, who is adept in both detective work and swordsmanship; the cool and detached archer Pei Si Jing, formerly of the martial camp; and the young, talented, but timid doctor Bai Jiu. When a container ship mysteriously turns up in Hong Kong waters, local Customs officers sail into dangerous international drama. After boarding the vessel, a team led by Cheung Wan Nam and including young hotshot Chow Ching Lai discover dead bodies of crew members and a huge cache of arms, including a valuable compass suited for use in a submarine.

The haul of weaponry, thought to have been swiped from Thailand, is carted off to a government ordnance depot for safekeeping. When Thai Interpol officers arrive for an inspection, the arms smugglers rush in. The raid results in casualties and shellshocked officers, causing a rapid escalation in response. Customs’ ports and intelligence branches, headed by Kwok Chi Keung and Athena Siu respectively, must work together and go international in catching the perpetrators.

Appearing to be linked to a growing conflict in Africa, Chow and Thai agent Ying jet off to Loklamoa for to get a handle on how arms dealer Dr Raw is involved. The pair sense there’s a rat in Customs while back in Hong Kong investigators pin down the local shipping firm that’s in on the deal. Once the full picture emerges of how the arms turned up and where they’re headed, high drama is in store in Hong Kong’s Victoria Harbour.
